Reading the New JSA Reports: An Organised Guide to Australia's 482 Visa and Job Market for Skilled Migrants

News · 2026-08-25 · 4 min read

Government statistics are useful only if you can turn them into a decision. For anyone considering a skills-based move to Australia, Jobs and Skills Australia (JSA) has just released two reports that help with that. The first reviews the relatively new Skills in Demand (subclass 482) visa. The second looks at how migrants are actually performing in the labour market after arrival. Taken together, the findings are cautiously positive, with several caveats that matter if you are building a migration plan for the second half of 2026.

Report One: The Skills in Demand Visa So Far

An early but steady start

The Skills in Demand visa began in December 2024, taking over from the former Temporary Skill Shortage (TSS) pathway. JSA's review covers about its first ten months, up to September 2025. The assessment is careful, not celebratory. The sample is small, yet the early results match the goals set out in the Migration Strategy. For applicants, this does not mean the visa is proven. It means the settings seem to be doing what they were designed to do, which is relevant when you are deciding whether to invest time and money in an application under a fairly young program.

Nominated pay is higher than under TSS

Salaries nominated under the new visa are running ahead of those seen under the old TSS system. Salary thresholds are now indexed and increase every year, and this seems to be lifting nominated pay generally. If you are negotiating with a sponsoring employer, raise this point directly. Thresholds change, so a salary that meets the requirement today may need to be reviewed before a contract is signed next year.

The occupation mix among successful applicants

This section is the most helpful for checking your own position. Specialist Skills Stream approvals went mainly to managers and professionals. Core Skills Stream grants were weighted towards professionals, technicians and trades workers. In short, the program is rewarding higher-skilled and trade-qualified applicants as intended. That makes your occupation classification, and the way it is documented in your application, one of the most important details for you or your adviser to get right.

Labour Agreements are expanding

Outside the standard pathway, JSA noted a clear increase in the use of Labour Agreements. These are custom arrangements that employers negotiate when the usual visa subclasses do not suit their workforce needs. If you work in an industry that is poorly covered by standard occupation lists, keep an eye on this trend: a tailored agreement may offer a route that a standard nomination cannot.

Report Two: How the Labour Market Is Performing

Growth is real but uneven

JSA's second report found the labour market resilient overall, although some areas are starting to cool. Over the year, employment growth was led by Utilities (Electricity, Gas, Water and Waste Services) and Professional, Scientific and Technical Services, followed closely by Health Care and Social Assistance and Education and Training. Professionals recorded the biggest employment gains of any occupational group in the year to February 2026. This is helpful if you are choosing which sector to aim for, not only which visa subclass to apply under.

Outcomes after arrival differ widely

For migrants already in Australia or about to land, the key finding is not about visa rules at all. Results depend heavily on skills, English proficiency, work experience and length of time in the country. JSA's data shows female migrants experiencing higher unemployment than male migrants in most states and territories, and recent arrivals facing harder conditions than those who have been settled longer. This is no reason to delay, but it is a reason to plan the settling-in period as carefully as the application, whether through English classes, local work experience or professional networking before arrival.

Preparation Checklist for Pakistani Applicants

If you are exploring jobs in Australia for Pakistanis, get the basics in order early: an English CV, IELTS or PTE results if required, and a police character certificate when a police certificate is requested. Before you fly, complete Pakistan's emigration formalities, such as registration with the Protector of Emigrants, and confirm current requirements with the Bureau of Emigration & Overseas Employment.

Summary: Turning Data into Action

Neither report is a clear go or stop signal by itself. Combined, they are a planning tool:

  • salary thresholds are rising;
  • certain occupations are clearly preferred;
  • Labour Agreements are growing as an alternative route;
  • the labour market is strong but uneven.

For migrants and employers, the sensible approach is to use these figures as inputs to a strategy rather than background reading, and to review that strategy as migration settings keep changing through 2026.
