SMC Reform in New Zealand: Who Qualifies for the Two New Residence Pathways

For a long time the Skilled Migrant Category has been the main gateway to New Zealand residence for skilled people. It offered a single framework: one group of thresholds, one wage test and one method of proving eligibility. From 24 August 2026 the picture is different. Rather than making minor edits to the SMC, Immigration New Zealand is opening two extra routes next to it, each designed around a different kind of work background.

Pay close attention if an adviser once said your profile was "not quite SMC material", perhaps because your qualification sits awkwardly against the points system, or because your sector has been viewed with caution after earlier abuse. What Prompted the Redesign

Put simply, the existing SMC gave most credit to formal study and collecting points. It was weaker at recognising people whose strength was a long record of solid performance at work. INZ also had evidence that certain occupations were being exploited, with exaggerated titles and positions labelled "skilled" that did not deserve the label. This explains why Immigration NZ has chosen a two-part approach: create routes built on real employment history, and apply tougher scrutiny to the occupations most often connected with misuse.

Route Options at a Glance

Skilled Work Experience. Designed for workers already in genuinely skilled jobs, meaning ANZSCO levels 1–3, who can show a strong employment record. You need five years' relevant experience overall. At least two of those years must have been in New Zealand, earning 1.1 times the SMC median wage. Here, proof of what you have done on the job outweighs what your university records say.

Trades and Technician. Aimed at tradespeople and technicians who hold a Level 4+ qualification. Applicants need four years of experience after qualifying, including 1.5 years in New Zealand on the median wage. With this route INZ is clearly opening space for people the old SMC tended to miss: skilled, properly trained workers who never completed a degree.

Watch Lists: Red and Amber Categories

Not all occupations can use the new routes on the same terms. Drawing on records of earlier abuse, INZ now groups some jobs into two monitored categories.

Red list. Examples include certain accommodation management, generic management and health-and-beauty jobs. People in these occupations are excluded from both new routes. They must go through the traditional SMC and clear a tougher standard: either 1.5 times the median wage or a Level 7+ bachelor's degree.

Amber list. This covers, for example, some ICT support and food service jobs. These workers may still use Skilled Work Experience, though the requirement rises to five years' experience, two of them in New Zealand, at 1.2 times the median wage (not 1.1).

Businesses hiring for a flagged occupation would be wise to sort out employment agreements and salary details long before a residence case is lodged. INZ plans to revisit the lists on a regular basis, meaning a job on the edge now might be reclassified later.

Fine-Print Adjustments

A handful of lower-profile changes could make a real difference:

  • Wage target locked in. The SMC median wage you must meet is the one current at the point you began gaining skilled experience. A later, higher median no longer applies by the time you file. There is also a five-month grace period for anyone who needs a little while after visa grant before stepping into skilled employment.
  • Postgraduate claims restricted. Claiming points for a Level 8 or 9 qualification will usually require you to have a bachelor's degree as well. The key exception: a New Zealand master's used for 5 points. Anyone seeking 6 points for an NZ master's must show 30+ weeks of full-time NZ study and hold a bachelor's degree.
  • English results stay valid. Where an applicant holds recognised NZ occupational registration, test scores now remain usable for five years rather than lapsing earlier.
  • Accountants included. Members of CPA Australia who are able to undertake Qualified Statutory Accountant work in New Zealand qualify for the SMC directly.
  • Fallback option in 2027. People only slightly short of the requirement, by up to 12 more months of skilled experience, will be able to lengthen their Accredited Employer Work Visa and avoid resetting progress toward residence.

Preparation Steps Before the Launch Date

Workers and employers affected by the reform should move now, not on 24 August:

  1. Confirm whether your job appears on the red or amber list. That single fact largely determines the route you can use.
  2. Compare what you have been paid with the median wage that was in place at the start of your skilled employment, rather than today's level.
  3. Close to a threshold? Raise documentation with your employer straight away. Collecting payslips, duty statements and qualification proof correctly is slow work.
  4. Businesses in flagged sectors ought to check their job titles and salary bands, because INZ has named these as warning signs it looks for.
  5. Applicants based in Pakistan should also keep an English CV up to date, sit IELTS or PTE if required, and arrange a police character certificate when a police certificate is requested. Before departure, complete Pakistan's emigration formalities, for example registration with the Protector of Emigrants, and check current requirements with the Bureau of Emigration & Overseas Employment.
