Coalition Migration Cuts Explained: A Step-by-Step Briefing for Pakistani Applicants

Australia's federal Opposition has released a plan to sharply reduce migration. For anyone in Pakistan preparing an Australia work visa application, this briefing sets out the facts in order: what was announced, what the targets are, and what it changes today. The short answer to the last point is nothing yet.

Status of the announcement

The Liberal and National Coalition published its migration policy on 6 October 2026. It is an election policy. It would only take effect if the Coalition wins the next federal election and then puts the changes in place. It is not law and not current government policy. All existing visa rules, caps and processing arrangements continue.

Overall migration targets

The Coalition proposes these limits on net overseas migration (arrivals minus departures):

  • First and second years of a Coalition government: 100,000 per year.
  • Fourth year: levelling out near 160,000.
  • After four years: migration as a share of the population held under the average reached under a former Coalition government.

The Opposition states that 100,000 a year would be the lowest since 2004, outside the pandemic period, and describes the package as the largest immigration cut in Australian history.

Temporary and permanent skilled visas

  • Temporary visa holders: a fall of about 650,000 over four years.
  • Permanent skilled migration program: cap held at 185,000 places per year.
  • Longer term: the cap could be lowered if necessary to keep migration under the number of new homes completed, linked to the Coalition's migration and housing pledge.
  • Skilled work visas: more narrowly targeted at skills Australia needs.

The plan also proposes reducing international student commencements to 240,000. Student and graduate changes are covered in our separate article.

Reasons given by the Coalition

The Coalition says the plan would favour skilled migrants, be budget-neutral, make more homes available and reduce pressure on frontline services. These are the party's claims. JobsAbroad presents them without endorsing or opposing them.

The wider political picture

The Labor Government announced its own migration changes last month: stricter rules for international students bringing family, a crackdown on visa-hopping, and visa priority for skilled workers in teaching, construction and agriculture. One Nation proposes cutting net overseas migration by 750,000 over three years. An independent MP has criticised the Coalition's policy.

Action points for Pakistani workers

  1. Apply under the current rules. A proposal does not change any visa today.
  2. Prepare an English CV that matches your occupation.
  3. Sit IELTS or PTE if the visa or employer requires an English test.
  4. Obtain a police character certificate when a police certificate is requested.
  5. Before travelling, complete Pakistan's emigration formalities, such as registration with the Protector of Emigrants, and check current requirements with the Bureau of Emigration & Overseas Employment.
  6. Rely on official Australian Government announcements for any future change.

Until a new government acts, jobs in Australia for Pakistanis are filled under the system that exists today. Stay organised, keep your documents ready, and treat election promises as possibilities, not rules.
