Experience certificate attestation in Pakistan: which body attests your trade before MOFA
Tips · 2026-10-13 · 10 min read

Experience certificate attestation in Pakistan follows a fixed order, and the first counter is not the Ministry of Foreign Affairs (MOFA). MOFA expects a trade experience letter to arrive already attested by the body that covers your work: NAVTTC or the National Training Bureau for electricians, technicians, workshop staff and mechanics, the Pakistan Tourism Development Corporation for cooks and chefs, and the Pakistan Engineering Council for engineering experience. The letter itself must be on your employer's letter pad, with the named seal and signature of the Head of Human Resources. Settle those two points and the rest is visiting the right offices in sequence.
Which body attests which trade before MOFA
MOFA names the first stop trade by trade. Find your row below; the last three rows are the qualification papers that usually travel in the same folder as an experience letter.
| Your document | First stop before MOFA | Good to know |
|---|---|---|
| Experience certificate: Electrician / Technician | NAVTTC or the National Training Bureau (NTB) | MOFA accepts either body |
| Experience certificate: Workshop / Mechanic | NAVTTC or NTB | Same rule as electricians and technicians |
| Cooking / Chef certificate | Pakistan Tourism Development Corporation (PTDC) | Kitchen staff do not start at NAVTTC |
| Engineering diploma, certificate or experience certificate | Pakistan Engineering Council (PEC) | One body for the qualification and the experience |
| Technical skills certificate | Local technical board, then NAVTTC | Two attestations before MOFA |
| Board certificate or diploma (BISE or a Board of Technical Education) | Inter Board Committee of Chairmen (IBCC) | The issuing board verifies it first |
| University degree | Higher Education Commission (HEC) | Confirm HEC's current process before you travel |
What if your trade has no row? MOFA's list does not say where a welder, carpenter or painter fits. Do not guess, and do not let a visa agent guess for you: read MOFA's attestation of documents page yourself and ask the Ministry which body applies before you book a bus to Islamabad.
The letter pad rule: what MOFA checks on the certificate itself
MOFA attests an experience certificate only when it is on the letter pad of the institute or department and carries the named seal and signature of the Head of Human Resources. Before you walk out of your employer's office in Lahore, Karachi or Sialkot, look at three things:
- The paper: the organisation's own letter pad, never a plain sheet.
- The seal: the named seal of the Head of Human Resources, not only a general company stamp.
- The signature: signed by the Head of Human Resources, not by a shift supervisor.
If you work for a small workshop or a restaurant kitchen that has no HR department, MOFA's rule does not describe your situation. Ask the Ministry how it treats a letter signed by the owner before you rely on one.
MOFA's rule covers paper, seal and signature, not wording, yet wording is what the next reader cares about. For Australia's Skills in Demand visa (subclass 482), an applicant needs at least 1 year of relevant work experience in the nominated occupation or a related field, gained within the last 5 years, and part-time or casual work must add up to at least 12 months full time. A letter that states your trade, your start and end dates and whether the job was full time lets an employer or case officer count that experience without writing back to you.
Experience certificate attestation in six steps
- Ask who wants the document, and in what form. An employer, a skills assessing authority and a foreign mission can each want something different: the plain letter, an attested one or an apostilled one. Get it in writing.
- Have the certificate issued properly. Letter pad, named seal, signature of the Head of Human Resources. Check that your name matches your passport and CNIC, and that the dates match your CV.
- Take it to the body for your trade. NAVTTC or NTB, PTDC or the Pakistan Engineering Council, as the table shows. Each body sets its own requirements, so ask what to bring before you travel in from Multan, Peshawar or Faisalabad.
- Send your qualification papers through their own chain. Technical skills certificates go to the local technical board and NAVTTC, board certificates and diplomas to IBCC, degrees to HEC. IBCC asks for an online application at attest.ibcc.edu.pk first, then an appointment or courier, and IBCC's submission rules say courier applications are returned within fifteen working days.
- Go to MOFA last. Carry your original identity card. MOFA says it charges no fee for any type of attestation at the Ministry or its Camp Offices; only the prescribed revenue stamps are pasted on the documents.
- Translate anything that is not in English. For an Australian visa, every non-English document must be translated and you provide both the original and the translation. A translator outside Australia need not be accredited, but must give their full name, address, phone number and language qualifications and experience.
Attestation or apostille for Australia and New Zealand?
MOFA runs two separate services, and they are easy to confuse. Attestation is the stamp described above. An apostille is a certificate used between countries that belong to the Hague Apostille Convention. The Convention has been in force for Pakistan since 9 March 2023, and Australia and New Zealand are parties as well, so for papers headed to either country the apostille is the service to ask MOFA about.
The apostille has its own conditions. From Monday 27 July 2026, MOFA does not accept an apostille request without prior online registration, and requests are then processed in Islamabad or at its offices in Lahore, Karachi, Peshawar, Quetta and Gujrat. Unlike attestation, an apostille is charged per document. Both points have their own guides here: one on online apostille registration and MOFA's offices, and one on the apostille fee and the other document costs in rupees. If you cannot tell which service your letter needs, MOFA's Consular Section runs a help desk for apostille queries on WhatsApp at +92 307 1339682.
Why the letter matters for trade jobs in Australia and New Zealand
An attested letter only helps if it proves what the destination asks for. Three rules decide how your experience is read:
- Australia, subclass 482: the 1 year of relevant experience described earlier. Some applicants also need a mandatory skills assessment, by Trades Recognition Australia (TRA) or VETASSESS depending on the occupation, and it must be started before the visa application is lodged or the application is not valid. Our guide to the Skills in Demand (482) visa for applicants from Pakistan covers the remaining requirements.
- Australia, skills assessment: TRA's Migration Skills Assessment is documentary-based: it compares your qualifications and employment history with Australian standards. Your experience letters are that employment history on paper. Each assessing authority has its own procedures, timeframes and charges, and Home Affairs accepts an assessment only from the relevant authority for the occupation; its skills assessment page explains how to find yours.
- New Zealand, Accredited Employer Work Visa: applicants must show 2 years or more of relevant job experience, or a qualification at level 4 or higher on the New Zealand Qualifications and Credentials Framework, in the same field as the job.
Electricians should start earliest. TRA's skills assessment for subclass 482 applicants is compulsory for an Electrician (General) or Electrician (Special Class), and TRA says the outcome comes approximately 9 weeks after complete evidence is submitted.
None of these rules says your letter must carry a MOFA stamp. That depends on the employer or authority asking, which is why step 1 comes first.
Two live listings show how the first counter changes with the trade. If the employer asks for attested letters, a mechanic applying for this Automotive Mechanic / WoF Inspector role in Auckland would take workshop experience letters to NAVTTC or NTB before MOFA. A cook applying for this Tandoori and Curry Chef role in Sydney would begin at PTDC instead.
If you have years on the tools but no formal certificate to sit beside your letters, RPLDirect explains how recognition of prior learning works in Australia.
Common mistakes Pakistani applicants make with experience letters
- Starting at MOFA. A trade letter that has not been to NAVTTC, NTB, PTDC or the Pakistan Engineering Council is not ready for the Ministry.
- Choosing the body by habit. A chef who queues at NAVTTC because an electrician cousin went there is in the wrong office.
- Accepting a plain-paper letter. No letter pad, no named seal or no signature from the Head of Human Resources means no MOFA attestation.
- Paying an agent a "MOFA attestation fee". MOFA charges nothing for attestation beyond revenue stamps. Anything more is the agent's own charge, so ask for a receipt.
- Arriving for an apostille without registering online. MOFA will not take the request.
- Letting someone "improve" the letter. Home Affairs warns that people who engage in visa fraud through a scam agent risk visa refusal or cancellation and a ban from Australia of up to 10 years. Only a letter with true dates is worth attesting.
Frequently asked questions
Which body attests an electrician's experience certificate in Pakistan?
MOFA says an experience certificate for Electrician / Technician work must first be attested by NAVTTC or the National Training Bureau. The same two bodies cover Workshop / Mechanic experience, and MOFA comes after them.
Who attests a chef's experience certificate before MOFA?
Cooking and chef certificates go to the Pakistan Tourism Development Corporation (PTDC) first, and then to MOFA. The letter still has to be on the employer's letter pad with the named seal and signature of the Head of Human Resources.
Does MOFA charge a fee for experience certificate attestation?
MOFA says no fee is charged for any type of attestation by the Ministry or its Camp Offices. Only the prescribed revenue stamps are pasted on your documents, and you must bring your original identity card. An apostille is a separate service with its own fee.
Will MOFA attest an experience letter written on plain paper?
No. MOFA attests an experience certificate only if it is on the letter pad of the institute or department and carries the named seal and signature of the Head of Human Resources. Ask your employer to issue it again before you visit any office.
Do I need attestation or an apostille for Australia or New Zealand?
Pakistan, Australia and New Zealand are all parties to the Hague Apostille Convention, so the apostille is the MOFA service to ask about for those two countries. First confirm whether the employer or assessing authority wants a legalised letter at all, because each one sets its own document rules.
Key takeaways
- Match the body to the trade: NAVTTC or NTB for electricians, technicians, workshop staff and mechanics, PTDC for cooks and chefs, the Pakistan Engineering Council for engineering.
- MOFA comes last, and attests an experience certificate only on a letter pad with the named seal and signature of the Head of Human Resources.
- MOFA attestation costs nothing beyond revenue stamps; the apostille is a separate, paid service that needs online registration first.
- For Australia and New Zealand, ask whoever requested the letter which form they want before you queue anywhere.
- State your trade, your dates and whether the work was full time, so the letter can be counted against visa experience rules.
