Cook jobs in New Zealand for Pakistani workers: from PTDC attestation to the AEWV, in order
Tips · 2026-10-23 · 10 min read

Cook jobs in New Zealand for Pakistani workers come through one main route: the Accredited Employer Work Visa (AEWV), which starts with a job offer from an employer that Immigration New Zealand (INZ) has accredited. You need 2 years or more of relevant experience or a qualification at level 4 or higher in the same field, and the offer must be for at least 30 hours a week at the market rate. On the Pakistani side, your cooking experience letters go to the Pakistan Tourism Development Corporation (PTDC) before the Ministry of Foreign Affairs, and you still clear the Protector of Emigrants before you fly.
Below: the steps in order, the official figures in rupees, and the file a cook in Lahore, Karachi or Peshawar should have ready.
Is a cook job in New Zealand realistic from Pakistan?
The Pakistani community in New Zealand is small but growing. Stats NZ's 2023 Census counted 8094 people of Pakistani ethnicity, up from 6135 in 2018 and 3261 in 2013. That counts ethnicity, not workers, but the trend is clear.
For a cook, what matters is whether the employer can show INZ that you fit the job. The INZ Accredited Employer Work Visa page says the employer must also hold an approved job check for this exact job, and a qualification is measured on the New Zealand Qualifications and Credentials Framework.
Since 9 March 2026, INZ has recognised 47 additional skill level 1 to 3 occupations under the National Occupation List for AEWV applications, including chef roles split by skill and seniority. So the title and duties on your offer matter: ask the employer which level the role was approved at.

The figures to know before you apply
These are the official numbers that shape a cook's plan. Rupee figures are rough comparisons at the State Bank of Pakistan's mark-to-market rate for the New Zealand dollar on 7 October 2026 (155.2705 rupees); rates change daily and your bank's rate will differ.
| Item | Official figure | What it means for you |
|---|---|---|
| AEWV fee | From NZD $1540 | Roughly Rs. 239,000; paid by card on the INZ form, never into a bank account |
| Processing | 80% within 5.5 weeks | Have every document ready before the employer sends the link |
| Hours on the offer | At least 30 a week | A part-time kitchen offer below that does not fit the AEWV |
| Adult minimum wage (from 1 April 2026) | $23.95 an hour, $958 for a 40-hour week | About Rs. 149,000 a week before tax; the market rate for your job may be higher |
| Immigration median wage (from 9 March 2026) | NZD $35.00 an hour | Still linked to some settings, such as the maximum stay for some lower-skilled roles |
| Time on the AEWV | 5 years for most jobs, 3 years for skill level 4 or 5 | After that, normally 12 months in a row outside New Zealand |
Migrants have the same minimum employment rights as everyone in New Zealand, and an AEWV agreement cannot include unlawful deductions, a trial period or unacceptable bonding clauses.
Step by step: from the first message to the airport
- Check the employer. Search INZ's accredited employer list by company or trading name or by the 13-digit New Zealand Business Number. Some accredited employers choose not to appear; if a restaurant is missing, ask it in writing.
- Prepare an English CV built for a kitchen. List each job with dates, the kitchen type and the section you ran. A tool such as Build AI CV can help you turn years in a Karachi hotel kitchen into clear English bullet points.
- Collect and attest experience letters. Letter pad, dates, duties and the named HR seal and signature; then PTDC, then MOFA.
- Sit an English test only if the job needs it. Results must be no more than 2 years old.
- Apply through the employer's link. Answer every question truthfully; INZ asks you to check whether police certificates are needed.
- Clear the Protector of Emigrants before you travel.
The cook's document file: who stamps what
Most delays start with papers, not the visa form. Keep scans of everything.
| Document | Who issues or attests it first | Then |
|---|---|---|
| Cooking / chef experience certificate | Your employer, on letter pad with HR seal and signature; then PTDC | MOFA attestation |
| Technical or vocational certificate | Local technical board and NAVTTC | MOFA attestation |
| Matric / intermediate certificates | IBCC, after the board verifies them | MOFA attestation or apostille |
| University degree | Higher Education Commission (HEC) | MOFA attestation or apostille |
| Police Character Certificate | District Police Officer (DPO) of your district | MOFA attestation if asked |
Our guide to experience certificate attestation in Pakistan covers each trade's first counter. MOFA charges no attestation fee (only revenue stamps); bring your original identity card.
Pakistan and New Zealand are both parties to the Hague Apostille Convention, so an apostille may be accepted instead. MOFA's apostille fee is Rs. 3,000 per document for personal and educational documents, and since 27 July 2026 MOFA has not accepted apostille requests without prior online registration on its portal. See our breakdown of the apostille fee and the other attestation costs.
The police certificate depends on where you live. In Punjab you apply at any Police Khidmat Markaz, the fee is Rs. 350 and it takes 3 working days. Islamabad Police charges Rs. 1000, also 3 working days, online or at a Police Khidmat Markaz. In Khyber Pakhtunkhwa, the district police office for your CNIC address issues it after an affidavit and local verification.
If you are cooking in the Gulf now
You can apply from a kitchen in Saudi Arabia, the UAE or Qatar, but you may need that country's police certificate too. Lahore Police lets a blood relative submit your Punjab application while you are abroad, with an authority letter stamped by the embassy or attested by two respectable persons, plus your CNIC, passport and an affidavit.
English, experience and the health check
The AEWV ties English to the job's skill level. For jobs at ANZSCO or NOL skill level 3 to 5 you must show you can speak and understand English; skill level 1 or 2 jobs do not need this. If yours does, practise for IELTS or PTE on PractiseNow before booking.
Relying on a diploma rather than experience? NZQA's International Qualification Assessment compares it with New Zealand qualifications; NZQA says average waits are now 10 weeks.
Check the X-ray rule against your own history: AEWV applicants staying more than 6 months need a chest X-ray if they are citizens of, or spent more than 3 months in the last 5 years in, a country without a low incidence of tuberculosis. Use INZ's approved panel physicians where your country has them; INZ never asks for medical payments itself.
Before you fly: protector clearance still applies
A job found online is direct employment, which the Bureau of Emigration & Overseas Employment (BE&OE) FAQ recognises, and section 8 of the Emigration Ordinance, 1979 makes emigration lawful with a foreign employer's letter of appointment. The formalities still apply.
Registration needs your passport, CNIC, an insurance certificate, fee slips and the Foreign Service Agreement (FSA), countersigned by the Protector of Emigrants. The insurance pays Rs. 1 Million for death or disability only while it is valid, and it must be renewed after two years. Leaving other than in line with the Ordinance is punishable with imprisonment of up to five years and a fine of up to one million rupees; read why a visit visa is not a work route before anyone sells you one. Confirm the current direct-employment steps with BE&OE through its official channels only.
New Zealand has no High Commission in Pakistan: MFAT says it is represented here by the New Zealand High Commission to Sri Lanka. Your AEWV is lodged online, so treat anyone who offers to "speed it up" through a local office with suspicion.
Common mistakes Pakistani cooks make
- Paying for the job. New Zealand employers cannot charge you fees for a job or pass on their recruitment costs, even through a third party. INZ will decline an AEWV if you or your agent offered money to the employer for the offer. See what to check before paying anyone for a job abroad.
- Trusting a "visa agent" with a price list. INZ warns that job offer scams are common in India and South Asia. In Pakistan, anyone who is not a licensed OEP and takes money for foreign employment risks up to fourteen years in prison under section 22 of the Ordinance.
- Plain-paper letters or skipping PTDC. A handwritten note from a dhaba owner will not pass MOFA, and a chef certificate sent straight to MOFA wastes a trip.
- Paying visa fees into a bank account. INZ takes card payment on its forms, and its emails end in immigration.govt.nz or mbie.govt.nz.
- Falling for a staged interview. Learn the red flags of a fake interview. PinoyAbroad's guide on checking the accredited employer before you sign or pay covers the same checks.

Frequently asked questions
Can a cook from Pakistan get a job in New Zealand without an agent?
Yes. The AEWV starts with a job offer from an accredited employer, who sends you the link to the online application form. Immigration New Zealand says you do not have to use an adviser, and it does not prioritise an application because one was used.
How much does the AEWV cost for a cook from Pakistan?
Immigration New Zealand lists the Accredited Employer Work Visa from NZD $1540. That is roughly Rs. 239,000 at the State Bank of Pakistan rate of 7 October 2026; rates change, and medicals, police certificates and attestation are extra.
Who attests a cooking or chef experience certificate in Pakistan?
The Ministry of Foreign Affairs says cooking and chef certificates must first be attested by the Pakistan Tourism Development Corporation (PTDC). MOFA attests an experience certificate only when it is on the employer's letter pad with the named seal and signature of the Head of Human Resources.
Do I need IELTS or PTE for a cook job in New Zealand?
It depends on the skill level of the job. AEWV applicants whose job is ANZSCO or NOL skill level 3 to 5 must show they can speak and understand English, and test results must be no more than 2 years old. Ask the employer which level the role was approved at.
Do I still need protector clearance if my New Zealand employer hired me directly?
Yes. Under the Emigration Ordinance, 1979, departing for work other than in line with the Ordinance and its rules is an offence. Confirm the formalities for direct employment with the Bureau of Emigration & Overseas Employment through its official channels before you book a flight.
